Quality

All the PROCentrum training courses are distinguished by a professional training plan with clear final attainment levels and a clear evaluation report both for the participant and the instructor. Professionals have a right to a good driving course, fitting in with the task which they have to execute. The quality of the training course is central to this and contributes directly to a safe and socially responsible exercising of tasks by the emergency service provider in question.

Guarantee

In order to guarantee the quality of the courses, PROCentrum undertakes the following actions: At the end of the course, the participant is asked to complete an evaluation form. The conclusions and recommendations from these evaluations are collected, given a score and submitted to the principal, along with the original documents. In this way, the principal can see how the participants themselves experienced the course. PROCentrum is a learning, dynamic organization which means that we take seriously the remarks from our participants and principals, regarding both the course content and preconditions. Good training courses do not only come into being from behind a desk, but especially by input from practice! Our driving courses are therefore continually examined from a critical point of view and, where desirable or necessary, adapted to the latest developments and insights. A good reporting of intake, training course and exam carried out by various people gives an objective picture of a participant and the progress which he/she has made. The reports form the basis for follow-up training courses and applications. In this way, the customer and PROCentrum gain insight into the learning process of the individual participant; and a driving skill portfolio emerges which both the participant and the organization can profit from. Our instructors receive internal and external training in order to stay up-to-date with the latest insights regarding driving skills and didactics.

Examining/Certifying

As of 1 January 2009 the policy academy/ Centre for Competency Measurement and Monitoring (bureau CCM) no longer holds exams for driving courses from relevant third parties. As a result of contractual agreements between the Central Office for Motor Vehicle Driver Testing [Centraal Bureau Rijvaardigheid] and the police academy, it is apparently not possible either to have driving courses tested independently by the Central Office for Motor Vehicle Driver Testing.

In expectation of the arrival of an independent European examination bureau where the driving courses for emergency service providers can be tested in a professional and expert manner, examination of PROCentrum driving courses is now still carried out by a PROCentrum examiner, who is not one of the course instructors. In order to guarantee integrity, we always request the principal to appoint an expert second examiner to assist the first examiner. The collective judgement of both examiners is binding.

In Belgium all the driving courses for the emergency services take place under the supervision and auspices of the Provincial Institute for Training and Education [Provinciaal Instituut voor Vorming en Onderwijs], a government body aimed at developing initiatives for the training and education of government personnel. PROCentrum is connected to this institute as a training partner and is responsible for the driving courses. This institute takes care of the certification of those courses to which certification applies; the hours spent on the course are regarded as working hours.

In Germany a partnership exists with the traffic academy [Verkehrsacademie] of TÜV Rheinland. The TÜV Rheinland Group is a worldwide leader in the area of independent test and certification services. Since 2006 they have been taking part in the United Nations Global Compact. The tradition and experience of TÜV Rheinland goes back more than 130 years. PROCentrum provides the driving courses in Germany for emergency services in close cooperation with TÜV Rheinland. Certification of the training courses is therefore carried out by this organization and under the auspices of the German road safety council, Verkehrssicherheits Rat (DVR).
